Specialist Certificate in Building Condition Assessment

1. Course Background
The pre-condition of an effective maintenance system is reliable inspection data. The inevitable subjectivity of inspectors results in divergent maintenance recommendations; this is an undesirable situation since accommodation, maintenance and other facilities related policies are influenced by the existing condition of facilities. Variability in inspections if not addressed leads to inefficient allocation of budgets for facility maintenance and upkeep.

The Dutch Government Building Agency, which manages some 6 million m2 GFA of Dutch Ministries and State properties, developed an inspection system and six-point condition scale to address the subjectivity problem and ensure consistency in condition assessment for its maintenance policy and planning in the 80s. The inspection norms are based on defect parameters established from empirical research. Buildings/components are assigned a condition score ranging from 1-6 on inspection, 1 being ‘As New’ and 6 being ‘End of Service Life’. This system forms the base line for Dutch standard (NEN 2767) on ‘Condition Assessment of Building Components and Services’. NEN 2767 forms the basis for CEN-TS 17385 "Method for Condition Assessment of Immobile Constructed Assets" was released in November 2019.

The NEN 2767 / CEN-TS 17385 Inspection protocol/system has been transferred to Singapore and is referred to as the REMMI (Real Estate Management & Maintenance Industry) Inspection System.

2. Course Objectives
The course will provide the knowledge and skills to conduct and reduce subjectivity in inspections through a system based on:

4. Entry Requirements

4.1 Applicants are expected to have the following qualification for direct entry:
-  Diploma in Building/Real Estate Management Singapore/Ngee Ann Polytechnic; with
-  At least 2 years work experience in Facilities Management
-  A minimum of C6 in English at 'O'/'N' levels or equivalent

For all other qualifications, RECA will assess on a case-by-case basis and propose bridging courses to meet the entry requirements, where applicable.

5. Course Accreditation
The course has been qualified for 52 PDU units under the PE Board Continuing Professional Development programme.

60 hours (8 sessions, 9am - 6pm)

8.  Course Fee & Funding Support

$2,400 nett (excludes $100 registration fee).  Up to 70% course fee funding from SSG is available for eligible Singaporeans; in addition, all Singaporeans aged 25 and above can use their SkillsFuture Credit to offset the unfunded portion of the course fees.

9.  Course Schedule

The next intake of the Specialist Certificate in Building Condition Assessment have been scheduled as follows:

10. Certification
A 'Specialist Certificate in Building Condition Assessment' will be awarded to participants who have successfully completed the required assessments.
